Fence Replacement Project

The Piney Creek Maintenance Association is responsible for maintaining over 43,000 feet (8.1 miles) of 6'cedar fencing along the perimeter streets and internal common areas. The Recreational Association is responsible for approximately 3,400 feet of fence bordering the East and West parks. A significant portion of the fence is over 25 years old and is deteriorating to the point that replacement is more fiscally prudent than continued repairs.

Changes to the construction style

The board of directors considered many options for the style and material used for replacement of the fence. Ultimately, the decision was made to stay with the style of wood fence already in place with some modifications. While the new and old fences may appear identical from the street, modifications have been made to eliminate many of the problems experienced with the old fence.
Without a middle rail pickets bow in the old style of fence.
The new fencing style adds a middle rail to reduce the bowing of the pickets.
On uneven terrain the step and level style of fence has large gaps under the bottom rail. Homeowners frequently add boards to keep pets and landscaping inside the fence.
The new style of fence follows the grade and eliminates the gaps at the bottom.

Replacement of the Maintenance Association fence


Phase 1
of fence replacement occurred in 2006 and replaced the entire 5,130 feet length of fence along Buckley Road. This is the first area to be constructed using the modified style

Phase 2 of the perimeter fence replacement effort was completed in 2009. During the winter and spring the association replaced 5,247 feet of fence along the Lower Knolls side of Joplin Way and both sides of Memphis Way from Joplin Way to Crestline Avenue. Later in the year a unique opportunity allowed the association to obtain a limited amount of fencing material at a significant discount. The board seized the opportunity and replaced an additional 1,506 feet of fence along the North side of Crestline from the 4-way stop at Memphis to Laredo.

Future phases

Replacement of the fence will require several years to complete due to the cost and impact to the reserve funds. The fence is inspected annually by a fencing expert to identify and prioritize areas most in need of replacement. Replacement of an average of approximately 5,000 feet per year is anticipated depending on the price of materials and amount replaced in the prior year. At the current pace replacement will be ongoing though at least 2015.

Replacement of the Recreational Association fence

In 2007 the association replaced the fence in the East park from Joplin Way to the intersection with the Maintenance Association fence along Orchard Road.
